Minutes of the 9th ECOSAI Governing Board Meeting
(January 26, 2004), Islamabad Pakistan.

The 9th ECOSAI Governing Board Meeting was held on January 26, 2004 in Islamabad, Islamic Republic of Pakistan. The following members attended the meeting as Heads of Delegations.

  • Seyed Kazem Mirvalad, President of the Supreme Audit Court of Iran and President of ECOSAI.
  • Mr. Mohammad Yunis Khan, Auditor General of Pakistan and Secretary General of ECOSAI.
  • Mr. Mehmet Damar, President of the Turkish Court of Accounts.
  • Mr. Jafar Hasanov, Auditor of the Chamber of Accounts of Republic of Azerbaijan.
  • Mr. Taalaibek Nurmanbetov, Auditor of the Accounts Chamber of Kyrgyz Republic
  1. Opening of the Meeting
    The meeting started with the recitation from the Holy Quran. Mr. Mohammad Yunis Khan, Auditor General of Pakistan and host of ECOSAI Congress welcomed the delegates. Thereafter the President of the Supreme Audit Court of the Islamic Republic of Iran and ECOSAI, Seyed Kazem Mirvalad, delivered the opening speech and inaugurated the meeting. He expressed satisfaction that more member SAIs are now participations in organization’s activities and expressed optimism that proceedings of this meeting will guide the organization in achieving its objectives.
  2. Adoption of Agenda points.
    The proposed agenda for the 9th Governing Board Meeting was unanimously adopted.
  3. Activity Report by the Secretary General.
    The Auditor General of Pakistan/ Secretary General of ECOSAI presented the activity report of ECOSAI for the last year. He highlighted various initiatives taken in the important areas of training, and explained the progress made with respect to ECOSAI Directory and development of ECOSAI website.
  4. Presentation of Annual Accounts for the Year Ended December 31, 2003.

    Mr. Tanweer Ahmed, Director General, SAI Pakistan presented the accounts of ECOSAI for the year ending December 31, 2003. It was decided that ECOSAI’s accounts will be audited after every three years before holding of the regular session of Assembly. Next audit of ECOSAI’s accounts will be conducted in 2007. The 9th Governing Board Meeting also approved draft Budget proposal for years 2004-2006.
  5. Report of the Audit Committee on Audit of ECOSAI Accounts Presented by SAIs of Azerbaijan and Kyrgyz Republic.
    Mr. Jafar Hasanov of SAI Azerbaijan presented the audit report on the ECOSAI accounts from the date of its establishment till December 31, 2003. The audit report was adopted by the 9th Governing Board Meeting.
  6. Presentation of the Training Committee Report.

    Mr. Tanweer Ahmed, Director General, SAI Pakistan presented the report of the 4th ECOSAI Training Committee Meeting held on January 25, 2004 which was discussed at some length. The 9th Governing Board Meeting decided to consider the report of 4th Training Committee Meeting in the 10th Governing Board Meeting. In the meantime the Secretariat will firm up proposals regarding TNA, schedule of training activities and the funding arrangements.
  7. Report on the Publication of the ECOSAI Circular by SAI of Iran.

    The President of the Supreme Audit Court of Iran circulated the fourth issue of ECOSAI Circular. The Secretary General lauded the efforts of SAI Iran in this regard. It was agreed that in future ECOSAI Circular will be published every year before the BoG meeting by the SAI Pakistan. The participants suggested that besides covering general activities, the ECOSAI Circular should also include some articles on professional issues. The Secretary General requested the member countries to contribute material for the Circular on regular basis.
  8. Report on the Developments on the ECOSAI Directory by the Secretariat.

    The Secretariat distributed 2nd Exposure Draft of the ECOSAI Directory to all members. It was decided that member SAIs will forward their suggested changes/ comments on 2nd Exposure draft to the Secretariat by March 31, 2004 to be incorporated in ECOSAI Directory, where after the Secretariat will publish the ECOSAI Directory in April 2004.
  9. Report of SAI Pakistan Regarding Submission of Estimates for Development/ Launching of ECOSAI Website.

    SAI of Pakistan presented the dummy ECOSAI website and the cost estimate amounting to US$ 817 for development of website and its hosting for two years. It was suggested that the website should also cover Research and Development activities being pursued by member SAIs, and should have news up dates, calendar of events and links with other SAIs. The 9th Governing Board Meeting decided that Secretariat will launch the ECOSAI website and cost of website shall be paid out of ECOSAI budget.
  10. Council on the Selection of New ECOSAI President.

    Seyed Kazem Mirvalad, President ECOSAI proposed that SAI of Turkey may host the next regular session of ECOSAI Assembly in 2007. The proposal was seconded by the Secretary General. The 9th Governing Board Meeting decided to recommend SAI Turkey as the host of next regular Session of Assembly in year 2007 to the Extra-Ordinary Session of ECOSAI Assembly on January 28, 2004 at Islamabad, Pakistan.
  11. Determination of the Date and Venue of the Next BoG Meeting.

    The Azerbaijan delegation purposed and report approved that the next meeting of the Governing Board of ECOSAI will be held in Azerbaijan in 2005. The exact dates (between April 1, 2005 to May 15, 2005) will be conveyed by SAI Azerbaijan shortly.
  12. Other matters.

    The TRNC delegation proposed an amendment to Article 12 of the charter of ECOSAI to enable them to become full member of the ECOSAI. After detailed discussion on the subject it was agreed that it may not be appropriate to amend the charter. Where as indicated in the article 12, 2 in the Charter, despite restrictions for full membership of TRNC in ECOSAI, there is no any restriction for participating TRNC in the economic, cultural and technical activities.
    The 9th BoG meeting concluded this perception of the above-mentioned article, should report that to the Assembly by the Secretariat.

The meeting ended with a vote of thanks to the Chair.
