Minutes of the 5th ECOSAI Training Committee Report

The 5th meeting of the ECOSAI Training Committee was held in Baku, Azerbaijan on April 27, 2005. The meeting was attended by the delegates from Iran, Turkey and Pakistan.
The report of the 4th ECOSAI Training Committee Meeting held in Islamabad Pakistan on January 25, 2004 was presented to the 9th ECOSAI governing Board Meeting, which decided that the report be considered by the 10th ECOSAI Governing Board Meeting.
The following action plans were presented for the approval of the 10th governing Board Meeting:

To finalize the TNA questionnaires prepare by the SAI of Iran and circulate among member SAIs by May 31, 2005 to broadly assess the training requirements of member SAIs.
The Committee agreed that the Training Need Analysis (TNA) of the new SAIs of the ECO countries be carried out and the nomination of TNA specialists by the SAIs of Iran, Turkey and Pakistan be confirmed to the ECOSAI Secretariat by June 30, 2005.
The Committee suggested that the calendar of courses expected to be developed on the basis of the TNA report will be submitted to the 11th ECOSAI Governing Board Meeting along with a three year comprehensive training plan.
The ECOSAI Secretariat will circulate the calendar of courses, and the SAI Iran and SAI Pakistan will provide the outlines of their existing training courses in the fields of Financial Auditing and Performance Auditing.
The Committee recommended that no fee may be charged by the SAIs of Iran, Turkey and Pakistan for the services of their nominated training specialists for the delivery of the courses for which they provide the outlines. However the cost of training and the travel, boarding, lodging and subsistence allowance of the training specialists may be born by the host SAI.
The informal interaction of the Training Committee with the training specialists of the Training Committee with the training specialist of the host SAI indicated that the SAI Azerbaijan has developed expertise in areas of course Design, Development and Instructional Techniques, and is keen to become a member of ECOSAI Training Committee. The 5th ECOSAI Training Committee welcomed this auspicious development and agreed to recommend to the 10th ECOSAI Governing Board that SAI Azerbaijan may be admitted as the fourth member of ECOSAI Training Committee.
